Brooks PUD is being held on the 14th, at 6:30 PM. Brooks Tavern located in 5A07**?  &lt;br /&gt;&lt;br /&gt;2) The developing team wants to build approximately 215-230 apartment units with ground floor retail and approximately 120-135 below-grade parking spaces?  (It is still unknown how many occupants per unit.)&lt;br /&gt;&lt;br /&gt;3) The apartment building will be located along Monroe Street, NE between 9th and 10th Streets; down 9th Street NE to Lawrence Street and up back alley of 10th Street, NE to Monroe, Street, NE?&lt;br /&gt;&lt;br /&gt;4) The development group seeking approval of this project is called the “901 Monroe Street, LLC.”  The 901 Monroe Street members are Jim Steigman, owner of The Colonel Brooks Tavern/Island Jim’s; Bo Menkiti, CEO/The Menkiti Group and Horning Brothers. Feeley, Jr.&lt;br /&gt;&lt;br /&gt;Dear ANC 5A Commissioners,&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;I am writing to commissioners who have listed email addresses on the ANC 5A website regarding what I perceive to be the poor condition of the Charles Drew bridge.  Every time I have to drive over it, I feel concerned.  One rainy Sunday in September I sent an email to councilmembers who have any oversight connection to transportation, to the Council Transportation chief of staff and to DOT Director Klein.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Here is the email that I sent:&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;"I am writing about the condition of the Charles Drew Bridge on Michigan Avenue, NE, over the railroad and Metro tracks. The bridge does not look to be in good condition, and I feel concerned about its safety.  Had we not seen the collapse of other bridges around the country, I might not be alarmed.  However, I know that many of us who go across that bridge frequently would welcome its repair and strengthening.  &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;In the last couple of weeks we've seen sidewalk work in our neighborhood that almost looks like makework.  At the same time, to my knowledge, no serious attention has been given to the well-traveled Drew Bridge.  Repairing that bridge would respect the memory of Dr. Drew and improve safety for citizens who cross the bridge.  President Obama recently announced support for infrastructure projects. The repair of the Drew bridge is an infrastructure project calling for attention in our long under-served neighborhood.  &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;I and many neighbors request that you who have an oversight connection to transportation and infrastructure please inspect the bridge for its safety conditions and, hopefully, prioritize it for upgrading. I welcome any responses you have.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Thank you for your consideration."&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;I received a reply from Director Klein that evening stating:  "I am not aware of safety issues or any structural concerns with this bridge. Having said that, let's get the latest rating information from our bridge team so we all know the latest assessment. We look at all bridges every 2 years btw."  Terry Bellamy of DOT followed up with this:  "I am asking our SBM team to investigate and make necessary cleaning. I am also directing our Bridge Engineer for a structural rating update on the structure."  &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Councilmember Thomas wrote that he "would continue to follow up with the director re these concerns."  I was copied on an email from Councilmember Catania to Director Klein asking to be kept informed about the bridge.  A month or so has passed since I first contacted them, and I want to follow up. The District Department of Transportation (DDOT) has presented an updated comprehensive DC Streetcar System Plan to the DC Council for review and approval.  The plan details DDOT's plans for the design, construction and operation of the system and covers topics such as operations, safety, fare collection, and funding.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;The document specifies how DDOT plans to complete the two streetcar lines already under construction, the H Street/Benning Rd Line and the Anacostia Initial Line Segment, and lays out the plans for additional extensions in Wards 7 and 8. It also includes the completed DC Transit Future System Plan – the District’s first comprehensive streetcar system plan. DDOT is planning a 37-mile, 8-line streetcar system with service across the city.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;The highlights of the plan include:&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;·         DDOT will initiate streetcar operations in spring 2012&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;·         The DC Streetcar will create 200 permanent jobs at the onset of service and up to 700 upon completion of the entire system&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;·         DDOT is currently pursuing $110M in federal funds to pay for two streetcar extensions East of the River&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;·         Details on how DDOT will resolve issues with the power supply; DC Streetcar will utilize overhead wires on the first two lines and move to wireless operation as the system expands&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;·         A framework to develop a financial plan and governance structure for the entire system&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;The plan was transmitted by the Mayor last week and formally introduced today by the Chairman of the DC Council on behalf of the Mayor in accordance with the requirements laid out in the Fiscal Year 2011 Budget Support Act. Lanier.&lt;br /&gt;&lt;br /&gt;The deployment locations for the Mobile Radar Units will continue to be at sites with the highest number of crashes and injuries, calls for police service, and high speed volume. Liquor license issues: Brookland Cafe is now applying for a restaurant license not a tavern license. There is still a protest from residents at Oak Terrace principally, and I have once again joined these constituents in their protest. Their objective is to enter into a voluntary agreement with Mr. Lumukanda, the proprietor.&lt;br /&gt;&lt;br /&gt;2. Zoning: In the contiguous smd, in 5C, Abdo Development proposes a planned unit development and presented said pud to the zoning commission on October 5. Much support from the Commission but some concern on their part for the neighbors on Lawrence who came out in opposition. This response should embolden and mobilize residents of 5A06 for the day that Jemal and Metro come forward with their plans.&lt;br /&gt;&lt;br /&gt;3. Fort Bunker Hill Park - The commissioner is talking to Park Service officials and the Friends of the Park about a clean up in the spring.&lt;br /&gt;&lt;br /&gt;4. Neighborhood parking stickers for Turkey Thicket: There was some skepticism about the effectiveness of neighborhood stickers. It was suggested that what is needed is enforcement.&lt;br /&gt;&lt;br /&gt;5.Jemal property/Tenleytown Trash: No response from the owner of Tenleytown about relocating trucks to another part of the facility, not next to residents on Perry Place.&lt;br /&gt;&lt;br /&gt;6. Michigan Avenue Traffic Calming petition: This petition, which addresses enforcement (speed cameras) and flashing pedestrian crossing signs for Michigan Avenue between 10th and 12th, is being circulated.&lt;br /&gt;&lt;br /&gt;7. Brookland School maintenance - School back parking lot has been cleaned, the grass cut and the gates locked.&lt;br /&gt;&lt;br /&gt;8. They found the establishment at fault for serving liquor to minors, allowing alcohol to be taken out of the establishment, for violations of the voluntary agreement with the community, noise violations and not displaying the voluntary agreement. The penalty was a $5,000 fine and a 15 consecutive day suspension, from June 17th to July 1, 2009. Councilmember Thomas, who received complaints from Brookland residents and businesses about the proposed median, met with DDOT planning staff in January 2009.  At the January meeting, DDOT agreed to postpone installation of a landscaped median until further engineering studies were completed and the other potential traffic calming measures were assessed. After completing its analyses, DDOT determined that the best choice is the use of painted street markings to delineate a median strip. The option of a re-striping 12th Street to provide a 10-foot wide median between Randolph and Perry Streets, NE is one of the potential traffic calming solutions included in the Brookland Multi-Modal Transportation and Streetscape Study (on page 115).. &lt;br /&gt;&lt;br /&gt;"A landscaped, 10-foot wide median on 12th Street would have constricted access to some of our neighborhood businesses along the corridor" said Councilmember Thomas. Councilmember&lt;br /&gt;Thomas thanked Chairman Vincent Gray for his extraordinary leadership in shepherding the&lt;br /&gt;resolution forward. Thomas also praised the DC Office of Planning for its efforts to create a&lt;br /&gt;plan that promoted transit-oriented development as well as preservation of green space.&lt;br /&gt;Thomas requested removal of the resolution from the Council’s Consent Agenda so that&lt;br /&gt;comments and concerns about the plan could be raised and discussed. The plan is to be acted on this Tuesday  b/c, unless it is revised or rejected by Tuesday, it takes effect automatically. &lt;br /&gt;This bit of news took the affected ANC Commissioners in the room (Feeley, Steptoe, Blair, Daly from 5C) by surprise b/c they felt Council chairman Gray had committed to having OP meet w/ ANC 5A beforehand.  Steptoe, however, felt that Tregoning had half-heartedly agreed to meet but felt such a meeting would not persuade OP to make any substantive changes.  Nevertheless, the meeting had not taken place and could not take place by Tuesday. In this resolution I listed the violations of the law observed by ABRA investigators and the violations of the voluntary community agreement. My resolution supported the revocation of the Cardinal's Nest's liquor license. The Chair of 5A, Ms. Alston, and several other commissioners expressed concern that they had not heard from representatives of the Cardinal's Nest. Ms. Olsen, a manager at the establishment, Mrs. Green, the owner, two other employees, and several patrons spoke in defense of the Cardinal's Nest. About 25 people came in support of the Cardinal's Nest. They were given 15 minutes to speak. Craig Parker, legal counsel for Catholic University, and Dino Drudi, one of the signers of the voluntary agreement, spoke in support of the resolution. Each commissioner then spoke concerning the resolution. All but two spoke in direct opposition to the resolution. They cited concern about effectively closing a business in the ward. Commissioner Grant suggested that after I had conducted some mediation between the community and the management of the Cardinal's Nest, I might submit another resolution to the Commission. I withdrew my resolution in the face of such clear opposition from the majority of the Commission and intend to amend it and reintroduce it at the next 5A Committee of the Whole meeting, which will be March 2, 2009 at 6:30. Gray announces a public hearing by the Committee of the Whole on PR 18-46 (formerly PR 17-1229), the “Brookland/CUA Metro Station Small Area Plan Approval Resolution of 2009.” The hearing is scheduled for Tuesday, February 10, 2009, at 3:00 p.m., in the Council Chamber, Room 500 of the John A. Wilson Building, 1350 Pennsylvania Avenue NW. Individuals and representatives of organizations who wish to testify at the public hearing are asked to telephone Aretha Latta, Administrative Assistant to the Committee of the Whole, at 724-8196, or send e-mail to alatta@dccouncil.us, and furnish their names, addresses, telephone numbers and organizational affiliation, if any, by the close of business on Monday, February 9, 2009.
